Entry Requirements (2021/22 Season) - NHS COVID Pass and Declaration Form FAQs

*** The information below outlines the entry requirements that were in place following the Government's move to Plan B's COVID-19 measures in England on 15 December.

This page will be updated shortly with more details to reflect recent updates in Government guidance. ***

Following the UK Government's move to Plan B COVID-19 measures in England, effective from Wednesday 15 December, all adult supporters over 18 must be prepared to show a valid COVID Pass (or international equivalent), or proof of a negative lateral flow or PCR test (taken no more than 48 hours prior to kick-off), when entering the stadium.

The quickest, most efficient way to do this and ensure ease of access for all fans is using the NHS COVID Pass on the NHS App.

Supporters unable to use the NHS App can find details of alternative methods of confirming their status below. Supporters unable to provide proof upon request will not be allowed entry to the stadium.

In addition to these measures, supporters must also complete an online declaration form that confirms they will be able to provide proof of their COVID status when attending a match and adhere to spot checks at the stadium. They must also confirm that they will not attend the match if experiencing COVID-19 symptoms.

All supporters will have received an email containing the declaration form, which can also be accessed and submitted via this link.

Supporters are also asked to read and agree to abide by a Code of Conduct when at matches this season.

Declaration Form FAQs

NHS COVID Pass FAQs

What is the COVID status declaration form?

Completing the online declaration form means that supporters agree to bring a valid NHS COVID Pass with them to any home or away game that they are due to attend. They also agree that they will not attend a match if they are experiencing COVID-19 symptoms.

Please note that the declaration form does not replace the NHS COVID Pass. Supporters will still be required to bring their pass (or its international equivalent) to each game in case they are spot checked. However, the form only needs completing once for all home and away matches this season.

How do I submit my declaration before attending a game?

Supporters have been emailed the form but can also access and submit the form using this link.

Season Ticket Holders, One Hotspur Members, Premium Executive Members and general admission match ticket purchasers need to complete the form just once for all home and away matches this season.

I haven't received an email containing the declaration form

If you have not received the declaration form by email, please be assured it can still be accessed and submitted using this link.

Do I need to complete the declaration form before every game?

Season Ticket Holders, One Hotspur Members, Premium Executive Members and general admission match ticket purchasers need to complete the form just once for all home and away matches this season.

Do Juniors need to complete a declaration form?

This new requirement is only for adult supporters over the age of 18. Junior supporters will not be required to complete the form.

If I purchase Guest tickets, will my guests need to complete the declaration form?

Individual general admission guests will not have to complete the declaration form themselves. However, Season Ticket Holders and One Hotspur Members who have purchased guest tickets must complete their own declaration form and will be responsible for ensuring their guests all have a valid NHS COVID Pass (or negative test result within 48 hours of kick-off) before attending the fixture.

Premium Executive Members will be required to complete the declaration form once on behalf of themselves and all guests using their membership seats for all home and away matches this season.

Will the Personal Assistants of supporters on the Access Scheme need to complete the form?

If you are registered on the Disability Access Scheme, you only need to complete the form once for all home and away matches this season. Your completion of the form will also cover both you and your personal assistant(s), who must also be prepared to present their NHS COVID Pass if spot checked.

What is the NHS COVID Pass?

The NHS COVID Pass, generated by the NHS App, shows your coronavirus (COVID-19) vaccination status or test results on your mobile device (and added to Apple Wallet for Apple devices) as you enter the stadium to confirm you are either fully vaccinated or have received a negative COVID-19 test result no more than 48 hours prior to kick-off. You must be prepared to present this upon request. For further details explaining the pass can be found on the NHS site here.

The NHS App is connected to your NHS account and requires you to provide your official NHS number (10-digit number unique to you) or the postcode of the GP Surgery at which you are registered.

An NHS Number can be found on any letter or document received from the NHS, including prescriptions, test results and hospital referral or appointment letters. An NHS Number can also be found online via the NHS.UK website.

Please note that the NHS App is separate to the NHS COVID-19 contact tracing Track & Trace App, the latter of which is not required to gain access to the stadium.

Please refer to the question below if you are unable to access the NHS App.

I cannot show my vaccination status with an NHS COVID Pass, what other proof is accepted?

Alternative methods of proving your COVID status on a matchday include:

  • A digital NHS COVID Pass via the NHS App
  • A printed PDF version of the NHS COVID pass
  • A negative lateral flow or PCR test result email or text obtained within 48 hours of kick-off
  • A Medical Exemption Certificate or Letter
  • An NHS COVID Pass letter
  • An EU Digital COVID certificate
  • An international equivalent provided by your local governing body

I am based in England and do not have a smartphone and / or the NHS App:

Supporters must still be prepared to provide evidence upon request of either a full vaccination status or provide proof of your negative rapid lateral flow or PCR test result.

We unfortunately do not accept the vaccination cards provided by clinics; however, it is possible to obtain a PDF document of your COVID 19 status online, via the NHS website or by contacting 119 and selecting the ‘NHS COVID Pass Service’ to obtain a letter - it can take approx. 5 working days for the letter to reach you.

You can register your negative rapid lateral flow test result here.

I was not vaccinated in England:

Supporters vaccinated outside England can show their international equivalent vaccine status provided by their country’s governing health body. This can either be in the form of their local NHS COVID digital pass equivalent, or their country's own vaccine certificate, letter or email.

This is for all international supporters and includes those from Scotland, Northern Ireland or Wales.

Alternatively, they can also present one of the following formal documents providing they have tested negative for COVID-19 no more than 48 hours prior to kick-off:

  • Negative PCR test result required as part of their travel documentation or permission to travel
  • Negative PCR test result from a private test provider or pharmacy

I have not had my final vaccination before the fixture:

Supporters can present a negative rapid lateral flow test result via email or text, providing they have tested negative for COVID-19 no more than 48 hours prior to kick-off

I received my second jab within two weeks of the fixture:

Supporters can present a negative rapid lateral flow test result via email or text, providing they have tested negative for COVID-19 no more than 48 hours prior to kick-off:

Are Juniors (Under 18s) required to present the NHS COVID Pass?

No, Junior supporters will not be required to present the NHS COVID Pass in order to gain entry; a valid match ticket will be sufficient.

Will supporters registered on the Access Scheme be required to present the COVID Pass?

Supporters using Accessible Entrances must also be prepared to present proof of a full vaccination status or a negative rapid lateral flow or PCR result, as per the above guidelines. Personal Assistants must also prepare to provide the same documentation, should they be requested to do so.

Do Premium Executive Members (and their guests) also need to do this?

Premium Executive Members and their guests should also be prepared to present proof of a full vaccination status or a negative rapid lateral flow or PCR result, as per the above guidelines, should they be requested to do so.

Supporters in Premium areas are also asked to read and agree abide by a Code of Conduct when at matches this season.

Will I need to present an NHS COVID Pass for the duration of the 2021/22 season?

The current entry requirements have been introduced by the Premier League to ensure clubs are prepared for the possibility of COVID-19 certification becoming mandatory, pending further government guidance. We shall update supporters should there be any change to these requirements.

During this time, supporters will be subject to spot-checks on entering the stadium and will be required to confirm their fully vaccinated status or a negative test result no more than 48 hours prior to kick-off. Please see all guidance above.

Will I still be required to wear a face covering?

We strongly advise fans to wear a face mask or covering on entry to and exit from the stadium, when queuing and on concourses, except when you are eating or drinking.

Under the Government's Plan B regulations, it is mandatory to wear a face covering in our indoor Premium areas except when you are eating or drinking.

Our staff will also be wearing face coverings at all times for your and their safety.

Some fans may be exempt from wearing face coverings and we ask that all fans respect that this may be the case.

Code of Conduct

All supporters in General Admission areas are asked to abide by a Code of Conduct when attending matches.

Supporters in Premium areas are also asked to abide by a Code of Conduct.

These codes include ensuring supporters are fit and well to attend, will be respectful of fellow supporters and Club staff, and will observe COVID-19 hygiene and etiquette guidance.

How do I enter the stadium on matchday?

All supporters, including other countries internationally and including Scotland, Northern Ireland and Wales must be prepared to provide proof of vaccination or negative test result to a steward between the initial digital ticket check at the bottom of the stairs leading to our podiums and ahead of arrival at our turnstiles.

This will only add one step to the existing stadium entry process that supporters are familiar with and will allow us to control the flow of supporters into the stadium as the additional check is made.

Please note that there may be a delay in entering the stadium for anyone required to present proof that has not been generated via the NHS App. This is so that we can carry out the required checks. We would therefore encourage you to arrive as early as possible in order to allow plenty of time to enter the stadium.

Supporters are asked to follow these steps to ensure smooth entry to the stadium:

Prior to matchday

REQUIRED: Download and register the NHS App and generate your NHS COVID Pass.

If fully vaccinated, your pass is valid for 30 days but is refreshed for a further thirty days every time you access the pass in the NHS App.

If you have tested negative for a rapid lateral flow or PCR test, your pass is valid for 48 hours. Or please provide an alternative as above.

  • IF NOT VACCINATED: Please see I have not had my final vaccination before the fixture
  • APPLE DEVICE: If you have an Apple device, select the ‘Add to Apple Wallet’ option below the QR Code to add your NHS COVID Pass to your Apple Wallet, meaning your pass can be quickly accessed for scanning.
  • ANDROID DEVICE: If you have an Android device, use the NHS App to screengrab, download or print a copy of your NHS COVID Pass QR Code to ensure you are able to present it quickly.

REQUIRED: Please ensure, when you have generated your pass, that the stated expiry date is later than the kick-off time on the day of the match so that you will be permitted entry to the stadium. If it is not, then please regenerate your pass again.

Matchday

STEP 1: Navigate to your mobile wallet and open your digital ticket to present it for scanning at the bottom of the podium steps.  You do not need to present your proof of vaccination or negative test result at this stage.

STEP 2: Once your digital ticket has been scanned, proceed toward the airport style security arches where your proof of vaccination or negative test result documentation may be checked.

  • APPLE DEVICE: If you have an Apple device and have added your NHS COVID Pass to your Apple Wallet, navigate back to your Apple Wallet and select your NHS COVID Pass for scanning. If you have not added it to your Apple Wallet, have your screengrabbed, downloaded, or printed NHS COVID Pass ready for inspection. Please do not open the NHS App as the loading time may delay the checking of your pass.
  • ANDROID DEVICE: If you have an Android device, have your screengrabbed, downloaded, or printed NHS COVID Pass ready for inspection. Please do not open the NHS App as the loading time may delay the checking of your pass

STEP 3: After successfully scanning your NHS COVID Pass, proceed to your turnstile and scan your match ticket on the contactless reader for touch free entry to the stadium.

What should I do if I am unable to meet the entry requirements?

If you are medically exempt from vaccinations, then please follow the government guidance on how to obtain a medical exemption.  The stadium will no longer be accepting Self-Certificates. For further details on how to obtain a medical exemption, please visit the government website here.*

At present, both the Ticket Exchange and Ticket Share platforms will be available 48 hours before the fixture and up to four hours before kick-off. This will enable any registered supporter to list their ticket for resale or, alternatively, to gift their seat to someone within their ‘My Network’ (pending any cup restrictions)

These platforms will remain subject to ongoing review and activated at the Club’s discretion on a match-by-match basis.

Supporters who do not meet the requirements for entry should list their seat on Ticket Exchange or gift their ticket via Ticket Share with a supporter who meets the entry requirements.

Someone in my party has tested positive but I have not been in close contact with them -  what can I do?

Provided you meet the entry requirements then you will be permitted to enter the match.

During these unprecedented times, we shall also make both Ticket Exchange and Ticket Share available 48 hours before the fixture and up to four hours before kick-off, to enable any registered supporter to post their digital ticket or those of their guests for resell or gift their seat to someone within their ‘My Network’.

These platforms will remain subject to on-going review and activated at the Club’s discretion on a match-by-match basis. The platforms will be made available no later than 48 hours before the fixture.

Supporters who do not meet the requirements for entry should list their seat on Ticket Exchange or gift their ticket via Ticket Share with a supporter who meets the entry requirements.
